REQUEST FOR PRE-QUALIFICATION BID
FOR CONSTRUCTION OF NEW PROPOSED LESOTHO RADIOTHERAPY FACILITY.

INVITATION TO PRE-QUALIFICATION BID:
The Government of Lesotho has allocated funds in the financial year 2023/2024 and intends to use for construction of new Lesotho Cancer Center Facility in Maseru through the Ministry of Health. On completion the facility will comprise of external beam radiotherapy and Brachytherapy bunkers and its auxiliary buildings. In addition, the Ministry of Public Works and Transport acting on-behalf of the Ministry of Health hereby invites registered construction firms/companies in both local and SADAC region to submit pre-qualification bids for proposed new Lesotho Cancer Center Facility:

  1. INTERESTED CONSTRUCTION COMPANIES MUST
    Be operational regionally & Internationally with good reputation and experience in the execution and completion of similar works and or magnitude as mentioned below.
    Have worked on mega projects such as dams, bridges, silos, bunkers etc where mass concrete was used. Must also issue 1) Brief scope of work 2) Value of work in USD 3) Contractual Duration 4) Actual completion of Project, 5) Clients name 6) Contact details of the Client (Operator may approach the client directly for the feed- back) 7) HSE statistics, LTI graph etc. 8) List of policies, procedures and quality assurance practices currently in place for the execution of similar work. 9) Detailed Project planning and Execution methodology.
    Must have constructed at least two hospitals (as the main Contractor) with a minimum of 250 beds to the cost not less than USD10 million each, or one hospital at a cost not less than USD 20 million in last five years.
    Must have built a cancer treatment facility under the guidance of the International Atomic Energy Agency (IAEA).
    ⚫This must comprise External Beam Therapy and Brachytherapy Treatment bunkers (services rendered must include but not limited to Civil, Structural, Interior Finishing, External Development Works)
    Provide qualifications and work experience details of the Key staff who shall be involved in the Project execution and must have worked on mass concrete and have participated in cancer center construction projects.
    Have had average annual financial turnover of UDS15million on construction works during the last three consecutive years ending 31st March 2023. The bidder should have a solvency of not less than USDS million.
    Criminal & Ethical Standing:
    Must not had been debarred/black listed nationally/regionally and or internationally by any government/private institution in the last 10 years and sanctions should not substantiate for last 5 years from the date of submission of this bid.
  • Must not have been found guilty of any crime arising from the built environment industry.
    All foreign firms shall be required to partner with Lesotho firms duly registered in Category-A of Building Design Service in the Ministry of Public Works and Transport
    Detailed Project planning and Execution methodology.
  1. JOINT VENTURE(JV)/CONSORTIUM/ASSOCIATION
    No joint ventures shall be allowed; however foreign bidders having experience in similar works must partner with local category (A) Lesotho and Basotho owned construction companies with minimum of 40% contract share to the latter.
    Similar works: means to include but not limited to Radiotherapy and Brachytherapy treatment bunkers with civil, structural, interior finishing external development works and mechanical, electrical and plumbing (MEP) works.
    A preference margin shall be granted, following enactment of Public Procurement Act 2023. However, the implementing Regulation of Public Procurement Act 2023 is not yet published. Thus, the former Public Procurement Regulations 2007 approach still falls under the premise of the Public Procurement Act 2023. Therefore, the preference margin application in this project shall be in accordance with Public Procurement Act 2023.
